From the login screen:

New Order:  (Select, Dine in/Delivery/ Pick up ect).

Select Menu and Item:

Delay order button is on lower right of screen:

Server will be promted for time food should be ready, or length of delay.

Server will be shown order and delay info and given option to accept or cancel.

Server will be asked once again if info is correct:  Selecting "Yes"  processes the order with the delay status.
